This is a character from Stanley Kubrick's movie "Clockwork Orange." The movie came out in 1971, and is about Alex DeLarge, a man who escapes from a mental institution and goes on a rampage. Just to throw it out there, I've never seen the movie. But I have seen the movie poster in my friend's room, and I made the link to this:

I was watching Regular Show with my little brother. As the logo demonstrates, it's on the Cartoon Network channel, and is about silly animals doing every day stuff.... hilariously. But, the writers are obviously alluding to the same character. Kinda creepy, seeing as to this is a children's show, and the film was... not for kids.
